Thirteen incumbent senators, Budget Sec. Abad in ‘Napolist

At least 13 incumbent senators and four former senators are on the so-called “Napolist,” a list of lawmakers linked to the P10-billion pork barrel scam allegedly masterminded by businesswoman Janet Lim-Napoles.
The list obtained by GMA News and aired Tuesday over GMA News TV’s “News to Go” also included one Cabinet member, Budget Secretary Florencio ‘Butch’ Abad.

Abad told GMA News Online that he will issue a statement later in the day while Presidential Communications Operations Office head Sonny Coloma said they will have to verify the list first.

The list included Senate Minority Leader Juan Ponce Enrile and Senators Jose “Jinggoy” Estrada and Ramon “Bong” Revilla Jr., who had been charged with plunder for their alleged involvement in the scam.
Other incumbent senators on the list included:
  • Alan Peter Cayetano
  • Pilar Juliana “Pia” Cayetano
  • Francis “Chiz” Escudero
  • Gregorio “Gringo” Honasan II
  • Manuel “Lito” Lapid
  • Loren Legarda
  • Ferdinand “Bongbong” Marcos Jr.
  • Aquilino “Koko” Pimentel III
  • Miriam Defensor-Santiago
  • Vicente “Tito” Sotto III
Former senators who were also on the list included:
  • Edgardo Angara
  • Joker Arroyo
  • Robert Barbers (deceased)
  • Teresa “Tessie” Aquino-Oreta
  • Ramon “Jun” Magsaysay Jr.
  • Manuel “Manny” Villar Jr.
Napoles was said to have drawn up the list before undergoing an operation at the Ospital ng Makati last April 23.
GMA News is contacting the personalities named in the list for their comments.
GMA News confirmed the 19 names on the list from at least two sources, with the first source providing a list of 11 lawmakers.
When the list was shown to Napoles’ camp, it confirmed the 11 were included in an affidavit executed by Napoles before Justice Secretary Leila de Lima.
However, the source from Napoles’ camp also mentioned eight more names.
The 19 senators supposedly received commissions from Napoles after allocating part of their Priority Development Assistance Fund (PDAF) and congressional insertions to bogus non-government organizations created by Napoles.
Some of the lawmakers dealt with Napoles herself while the others dealt with her husband Jimmy.
The dealings supposedly occurred in 2004, during the administration of former President Gloria Macapagal-Arroyo, and continued during the current term of President Benigno Aquino III.
Of the 19 senators, three—Pia Cayetano, Santiago and Marcos—were mentioned by Napoles as having received commissions, but there is still not enough evidence to show they received such funds.

Former senator Panfilo Lacson, on the other hand, on Monday said 12 sitting senators, two Cabinet secretaries, and 90 members of the House of Representatives are on the lists provided by Napoles and principlal whistleblower Benhur Luy.

Lacson earlier said he has in his possession a list of lawmakers receiving kickbacks from Napoles. The list, he said, was given to him by Napoles’ husband, Jimmy.
