Busted: 8 Manila cops in ‘hulidap’ scam

Beware of a “hulidap” modus operandi targeting car dealers and financiers, the National Bureau of Investigation (NBI) warns.

An investigation of a string of cases show, eight rogue policemen have been tricking businessmen that they were pawning or selling a stolen car. The “hulidap” cops would then extort money from the car dealers.

One such case involves Pakistani businessman Kamran Dawood, who claimed that eight policemen had accused him of possessing stolen cars.

Last September 19, Dawood said he was about to lease four of his friend’s cars to a financier. He was then accosted by policemen who said they were from the Manila Police District’s Anti-Carnapping Unit.

Dawood said the cops threatened to charge him with carnapping. He said he ended paying them P100,000.

Aside from Dawood, a financier-who wishes to be identified only as “Juno”-was also victimized by the same group of policemen.

These policemen were:

2. SPO1 Michael Dingding
3. SPO1 Gerry Rivera
4. SPO1 Jay-An Pertubos
5. SPO1 Jonathan Moreno
6. PO2 Renato Ochinang
7. PO2 Marvin de la Cruz
8. PO3 Rodel Maligon

All eight have not reported for work at the MPD headquarters since Tuesday.

The perpetrators are all from the Manila Police District’s Anti-Carnapping and Hijacking Unit (MPD-ANCAR). They have been formally charged with robbery-extortion at the Manila Prosecutor’s Office.

The policemen will also face administrative charges.
